Minister of Justice José Manuel Andrade announced that the government plans to privatize notary services before the end of the current legislature. The announcement was made during the first Meeting of Portuguese-Language Notaries and Registrars, which is currently under way in Praia. Andrade affirmed that the notary system is currently the target of reform, with a number of different measures in the process of being implemented. The revision of civil, building and notary registry codes are on the government’s agenda, according to the cabinet minister.
“There will be new and improved tools allowing for better services to be offered to those using the registry and notary department. Although there is still a great deal to be done, it is through these small and effective steps that, day by day, we are consolidating the path to the reform we are hoping for,” he affirmed, as quoted by Portuguese news agency Lusa. Meanwhile, the president of the Order of Portuguese Notaries announced that his country wishes to support Cape Verde in the privatization of notary services. Joaquim Barata Lopes explained that the Order of Portuguese Notaries was “entirely” available to assist its Cape Verdean colleagues. “Registrar and notary services play an important role in the service of legal security and, parallel to this, in the service of economic development. We must find solutions so that this guarantee of legal security is conferred quickly and effectively,” he told Lusa. During the three-day event, which wraps up tomorrow, participants have been discussing issues related to registry and notary services in Cape Verde. Themes such as environmental law as pertinent to notary services, the role of notaries in the face of contemporary transactions, the right to citizenship through marriage and the right to a name and civil registration upon birth are among those on the table.
